The local authority has already been granted permission to demolish around 70 maisonettes in Mounttown to make way for the development.
A new three storey community facility, including crèche and administration offices, will be built at the Meadowlands and Fitzgerald Park site.

Revised plans for the scheme now include 18 car parking spaces to the north west of the resource centre; the provision of a new access road; and boundary walls, to be constructed around the car park.
Plans and particulars of the proposals are available from the Planning Department at County Hall, in Dún Laoghaire.
"Submissions or observations with respect to the proposals, and dealing with the proper planning and sustainable development of the area in which the development is situated, may be made in writing on or before Wednesday 28 October 2009," a council spokesman said.
