Dún Laoghaire/Rathdown County Council said it would appoint a contractor to pick-up brown and black bins, after announcing plans to axe its waste collection service.
Owen Keegan, County Manager, has also expressed doubt as to whether the council should continue to participate in the regional waste management strategy.

Private waste firm Panda started operating in the Dún Laoghaire area in 2007, prompting many households to switch from the council's service.
Mr Keegan said he wants a procurement process to appoint a contractor for the council's black bins and pending brown bins for organic waste.
He is also set to hold consultation meetings to assess if the council should continue to participate in the regional waste management strategy.
Mr Keegan decline to comment on this decision, but a withdrawal would eliminate the obligation on the new contractor to transport waste to the proposed Ringsend incinerator.
The controversial plant continues to be dogged by opposition.
