According to an annual survey of traffic data from technology company TomTom, the Irish capital topped all other western European countries and ranked 17th globally.
The TomTom Traffic Index for 2019 assessed 416 cities in 57 countries.
Dublin had a 3% increase in congestion compared to last year, to a level of 48% - 19% higher than the global average.

This data comes as the Green Party laid out its Transport Policy, which sets out a vision of an alternative transport future, one marked instead by incentivising public transport, walking, cycling and other ways of getting around in both urban and rural environments.
Commenting on the alarming results, local Green Party candidate Patrick Costello said: "We've seen that the terrible traffic situation in Ireland's capital is getting worse, not better. We've had a transport minister for the past three years with no interest in doing anything about it, bar building more roads. What's needed is a radical rebalancing of priorities, towards supporting lots of different ways of getting about the city, to rewarding and making safe and affordable cycling, walking, public transport and other options that will help people get off our roads when they can."
