Deputy Troy warned the Minister that the absence of the project is "putting the economy at risk".
He added: "The airfield, taxiway and stand capacity at Dublin Airport is already inadequate to meet current traffic levels. A second runway is needed now."

He also criticised the Minister for the talks that have been held regarding a third terminal at the airport.
"Minister Ross has spent much time in recent days discussing the specifics surrounding the proposal for a third terminal at Dublin Airport. While it's important to plan for the future, the requirement for a third terminal does not arise until 2038.
"Minister Ross has abdicated his responsibility to deal with major transport issues and has instead focused on vanity projects which have no relation to his portfolio. It would be more in line for the Minister to focus on delivering on a second runway for Dublin Airport instead of meddling in other Minister's business," concluded Deputy Troy.
