Ballymun Sinn Féin Councillor Noeleen Reilly said the council needs to start "thinking outside the box".
She said: "If we cannot attract private development then Dublin City Council needs to look at developing this land and engaging with retailers to

come in and set up shop in the area.
"It was one of the biggest let downs of the regeneration and it beggars belief for a population of 16,000 we only have one grocery store and very little else.
"The height issue is causing a number of issues for potential developers. There is no reason why we can't look at building apartments on top of the retail there, especially since we are in the middle of a housing crisis."
