Developer Contributions Scheme Report Published

Independent research on the likely economic impact of a Developer Contributions Scheme has been published by Lord Morrow and Mark H Durkan.

The research was commissioned following a public consultation by the Department for Social Development (DSD) and the Department of the Environment (DOE) on the possible introduction of a Developer Contributions Scheme in Northern Ireland.

The research highlights that most housing markets in Northern Ireland could not at present sustain a scheme of developer contributions.

Social Development Minister, Lord Morrow said: "This research report will make a valuable contribution to our evidence base on this issue. My Department, along with the Department of the Environment, will now reflect on the findings and recommendations detailed in the report. We will also continue to engage with key stakeholders on the specific issues highlighted in the report and on wider housing market issues as we consider how best to support the growth of our social and affordable housing supply."

Developer contributions are a means of providing additional numbers of social and affordable housing units, often alongside new owner-occupied housing, in mixed income communities.

Environment Minister Mark H Durkan added: "I welcome this useful research and my Department will continue to work with the Department for Social Development and engage with key stakeholders to consider its implications on how the planning system can further support the supply of social and affordable housing. My Department's strategic planning policy will continue to recognise the importance of social and affordable housing and encourage its provision through local development plans."
