5,971 houses have been approved for the scheme since September but as of this month only 49 have been retrofitted with energy efficient measures.
SDLP Upper Bann MLA Dolores Kelly said she was disappointed to discover that despite receiving almost 6,000 referrals from the Housing Executive in 10 months, only 49 houses have benefited from the scheme.

She said: "DSD must recognise the tight timeframe they have now created for themselves. They are yet to make a significant dent on the numbers waiting for assistance and now have a window of only a few months before winter begins.
"This scheme was launched in September last year in a move to protect anyone who is adversely affected by homes that are not energy efficient. The scheme aimed at retrofitting houses to reduce energy waste and combat fuel poverty.
"A lack of energy efficiency can compound pre-existing health issues representing a significant risk for older people. It can also have a devastating impact on low-income houses causing further financial pressures."
