The £657,000 new green space its directly on top of Obel Tower's underground car park.
Social Development Minister Nelson McCausland said: "Green areas are vital to city centres, but with space at a premium, it can be difficult to create them without encountering significant technical problems.

"This was the case at Donegall Quay as conventional techniques would have caused drainage issues and placed too much weight above the Obel Tower's underground car park.
"To resolve these problems the scheme designers employed a 'green roof' technology; a technique used in other city centres, such as New York, where green space can be scarce. This technique has resulted in a wonderful new green area where people can relax and socialise beside the river Lagan."
The green area also incorporates a fully powered event space which can be used to host events and increase visitor numbers to the area.
