Mr Noonan continues to condemn the project claiming it is the "wrong project for Dublin waste".
Mr Noonan said: "The Covanta investor meeting merely confirms that investors have lost faith in this project, and are now more keen to see this money funnelled back into the United States in the most efficient tax avoidance method possible, rather than sit waiting for a project that's never going to happen.

"The time is far past for Minister Hogan to step in and stop this white elephant. If investors don't have any confidence that the money set aside is going to be spent in Dublin, why does he persist in allowing Dublin City Council to pay millions of euro to consultants? The bill for this failed project is beyond a joke, and the people of this country shouldn’t have to continue picking up the tab."
